Minutes from November 07, 1994 Meeting


The CUPA meeting was called to order by Thomas Brown on November 7, 1994 at 9:00 a.m. Present via video-conference were Thomas Brown, Jim German, Larry Hamilton and Jose Escobedo from Las Vegas and Debbie Olson and Judy Sambrano in the North.

The motion was made by Debbie Olson and seconded by Jim German to accept the minutes of the May 18, 1994 meeting. Aye Unanimous!

Judy presented the treasurer's report. There is currently a balance of $2,290.20 in the Nevada Chapter of the CUPA's bank account. This money represents a combination of the $1000 CUPA program development scholarship and money raised from the program presented by the Law Firm of McKenna & Cuneo, Specialist in Labor and Employment Law. Ninety people attended the conference entitled HOW TO CONDUCT AN EFFECTIVE INTERNAL INVESTIGATION. The audience included people from cities, police and fire, several campuses and State of Nevada employees from around the state.

A discussion followed regarding future training programs. Debbie questioned whether or not we wanted to try and hold another training session in February or if it would be wiser to wait. Thomas pointed out that with the pressure of the new HRS Systems and the S.W. Regional Conference that will be here in April, it may be counterproductive to try and have an additional program this year. The suggestion was made that the money might be wiser spent to assist campuses in bringing staff to the convention in Las Vegas where there would be a concentrated center of training during the convention.

Debbie stated that it would be good to keep $1000 in the coffers for seed money for the next program. All agreed.

After discussion, a motion was made by Jim German and seconded by Larry Hamilton that $100 from the Nevada Chapter of CUPA be donated to each UNIT to assist in paying for the registration fee for one staff member to attend the SW Regional in April to be held in Las Vegas. Aye Unanimous!

A question was raised over who would make the decision on which person receives the registration scholarship.

Thomas Brown, President, made a request that at least the Nevada CUPA Officers should attend the conference and that those people should be the first to receive assistance in attending.

Among those who participated in a later discussion on this matter, it was agreed that if the money was not used specifically for the registration expense of staff member to attend the April meeting in Las Vegas, then the money should be refunded to the CUPA Chapter.

Since the last training program was held in the North, the effort to assist membership in attending the S.W. Conference in Las Vegas will act as the equivalent of our second training program for our Nevada Chapter. Next year the training program will rotate back to the North.

Although Diana DeSimone, S.W. Regional Board Representative, was not present, she had communicated with Thomas Brown. She is asking for your help in developing a theme for the S.W. Conference. Keep in mind that the conference is being held at the MGM in Las Vegas, so Lions are big (no pun intended).

She is also asking for ideas on gifts for those speaking at the conference. Submit those ideas directly to Diana DeSimone at BCN, Mail Stop 240.

Thomas Brown gave an update on how the 1994 S.W. Regional Conference planning is coming along. He is handling the goody bags and has been in contact with the golf courses, retirement representatives and is checking on using the MGM Grand Beach for the aerobics class. He reported that Susan Carkeek was probably bringing one of the UNR Personnel staff members to conduct the aerobics class.

At the meeting, a request was made for the Northern folks to lend a hand. I later received a FAX that detailed the needs. Thomas is asking that TMCC contact Health Core Organizations, UNR contact Banks and BCN contact hotels to see what can be donated for those fun packs. Judy will contact the Chamber of Commerce in Reno to see what they can furnish. Donations need to be in blocks of 300 Units and sent directly to Thomas Brown at CCSN by March 15th.

UNLV and CCSN have provided the majority of coverage for registration and functions during the convention, however, the Northern area is being asked to provide volunteers to handle functions during the following hours:

Monday, April 3 -- 7:30 a.m. to Noon -- 3 Volunteers Needed
Tuesday, April 4 -- 7:30 a.m. to Noon -- 3 Volunteers Needed
Wednesday, April 5 -- 7:30 a.m. to Noon -- 3 Volunteers Needed

Diana has been negotiating with Colonial people to sponsor the Fun Run by donating tee shirts and prizes for all age and sex categories.

Jose agreed to provide the follow-up support and staffing for the track event which Thomas has arranged to take place on the UNLV track course.

The distinguished Roadrunner Award will be given to someone from our Nevada chapter during the S.W. Conference. This person will be selected by our CUPA membership. Per the TOM TOM - "The pupose of this award is to identify and recognize a Human Resource professional who is a positive role model, having made a significant contribution(s) to the profession, his/her campus and/or CUPA. A significant contribution may include something innovative, service connected, creative etc. The process for this award is by the CUPA Chapter, or state if no chapter exists, nominating one or more individuals for consideration by the regional awards committee. If more than one person is nominated by the state, the regional awards committee will make the selection based on written information submitted." Please forward your nominations to Judy Sambrano, Mail stop 014 by November 30. After nominations are received, our Nevada CUPA membership will be asked to vote on the award recipient.

Speaking of the TOM TOM, thanks to Diana DeSimone for submitting information on the Nevada Chapter.

Discussion ensued regarding who our membership includes. Judy requested that people acting as leaders for the different campuses and units forward a list of names of all those persons who are CUPA members by November 18th.

Elections were discussed and Thomas asked Judy to Chair the next election and to develop procedures since the first and second elections were conducted so differently. Judy will be contacting two additional people to assist in that effort. Thomas said the last election committees' charge was to bring forth a balanced ticket (North and South). Judy agreed with Susan Carkeek that our group was such an intimate group that procedures should be kept simple. She asked if just asking for nominations and then taking a vote would be acceptable. If there was a problem with the makeup prior to the vote everyone would be notified. Everyone agreed this would be fine. Nominations will be accepted for President Elect, Program Coordinator, Secretary/Treasurer.

In order to tie up loose ends before the S.W. Conference, the next meeting was scheduled via video-conference at all sites for Friday, March 17, 1995 between 1:30 p.m. and 3:00 p.m.
