
CLASSIFIED FURLOUGH POLICY
Senate Bill 433, as an enacted law, requires employees in the classified service of NSHE to take days of unpaid furlough leave during the 2009-2011 biennium (12 days per fiscal year, based on full-time employment, and on the basis of one day per month). These salary reductions are taken automatically from the pay of each classified employee. The corresponding time off is required by federal wage and hour laws and supervisors must ensure that employees do not work when furloughs are scheduled.
Each appointing authority is required to develop a policy that defines the minimum increment of unpaid furlough leave to be taken by its classified employees. This information was written to satisfy this specific requirement and to outline those other campus-wide decisions that have governed the implementation of SB 433 at UNLV.
The UNLV Classified Furlough Policy includes the following additional points:
1. All classified employees must complete an unpaid furlough designation form and have the form approved by their supervisor
2. Furlough leave is to be taken in a consistent manner throughout FY10 & FY11 once approved by the supervisor (unless there is some significant change that justifies an adjustment)
3. Furlough leave is to be taken in minimum increments of one (1) hour
4. Generally, classified employees must take furlough leave during semi-monthly pay periods in terms of hours of use as either 0 & 8, 8 & 0, or 4 & 4
5. Emergency regulations issued implementing SB 433 will be strictly adhered to - please note a recent change in the emergency regulations now prohibits the assignment of overtime within the same PAY PERIOD in which an unpaid furlough day is taken unless an exemption is requested and granted in advance of the overtime.
